Target Software Standards (v3)
TSS v3 is live!
The latest Target Software Standards (TSS) for electronic logistics management information systems (eLMIS) and cold chain asset management are now available.
Originally developed in 2018, the TSS has evolved to reflect the growing role of eLMIS within a broader digital ecosystem that connects supply chain and health delivery services. The 2023 update (v2.5.7) strengthened integration and specificity.
Version 3 (2025) takes this further - refining requirements to improve usability for countries and software providers when developing roadmaps and RFPs. It provides clear, process-driven standards aligned with the larger digital health architecture.
What’s new in v3?
Alignment with the Digital Transformation Handbook – Updated graphics, terminology, and capability categorization.
Improved Structure and Clarity – Restructured requirement tables, added guidance on using TSS, and introduced unique IDs.
Expanded Scope – New capability categories, renamed existing ones, and added KPIs for verification and traceability.
